The instruction database (machine-generation) for binutils needs continuation
particularly for CR and Branch operations.

The task is a continuation of bug #976.

Luke, could you please elaborate a bit on the scope of this task? It's overlaps somewhat with 976, and I'm unsure where to draw the border line.

as long as doubefunding does not occur it's down to you.
based on amount you consider fair. bug #976 *should* have
been done already and closed so there is no chance of overlap?

but this one is for subtasks such as needing to update binutils
because of the new LDST-Data-Dependent-Fail-First i started
adding today, and anything else we determine is needed.

it is therefore not defined *as an actual task* but is meant
for on-demand on-the-fly subtasks.
