the budget was not kept up-to-date across multiple allocations (at least #654 and also #651 (which goes through #389)).

I attempted to fix the budget for #651.

#654 was set to a budget of EUR 400, but only EUR 300 was subtracted from #384.

budget-sync thinks #654 should be at EUR 3300 for cf_budget, so I think we're missing another bug's allocation too.

I think we should comment out the print() calls in budget-sync's main.py, since otherwise all the errors it finds just get ignored since they scroll off the screen.
